Si disculpa es correcto la presion en 13 PSI revice mis anotaciones y es correcto:
Puedes revisar guiandote con este check list que te pongo a continuacion y tambien tienes en el foro la forma para poner el motor en tiempo que podria ser otra causa: Pon atencion en lo que dicen del pin D5 (cable marron) que se debe desconectar para poder aplicar bien el procedimiento. SI nencesitas el diagrama pasame un correo y te lo envio.

Tape this list to the windshield. Check off as you complete each item
 Ensure that the gas pedal gives full throttle throw at the carbs
 Drain or run carbs out of fuel
 Disconnect battery
 Fuel connections to tank
 Mount fuel pump and filter
 Mount regulator with fittings and gauge, loosen pressure adjustment fully
CCW
 Run fuel lines with proper sized lines that are included with kit.
 Fill tank at least half way and check for leaks
 Lay out harness
 Mount ECM
 Mount check engine light and mount ALDL diagnostic connector under dash
 Install coolant temp sensor
 Mount MAP sensor
 Install TPS driver and bracket - do not install sensor at this time
 If you are converting the distributor do it now
 Mount the ignition module on it’s heat sink plate under the coil bracket
 Install bypass block off plates
 Install TBI adapters with injectors
 Connect all harness connections except the injectors and TPS sensor
 Connect battery checking for shorts
 Key to "On" and you should hear the fuel pump will run for a few seconds
 Set fuel pressure to 12PSI when the pump is running by turning adjustment
screw cw. (you can use a jumper to run the pump separately)
 If you have converted the distributor to ECM control, set the timing now
 Install the TPS sensor - be mindful of it's rotational limit to avoid damaging it
 Before stepping on the throttle set the sensor per instructions
 Turn on key and verify that check engine light illuminates
 Connect laptop and start WinADL
Install TPS sensor using laptop for voltage readings per installation instructions
 Move throttle linkage by hand ensuring that there is no binding
 Timing light to #1 cylinder- if Patton Machine distributor, conversion disconnect
“Set timing wire” connector at the module. If Pertronix, MSD, Crane, etc set
to factory specs.
 With injectors still unplugged crank engine and set static timing
(Patton Machine dist to 14 BTDC)
 Reconnect “Set Timing” Connector.
 Check for fuel leaks, and connect injectors
 With a fire extinguisher nearby, start engine.
 Allow engine to warm up, tap the throttle and ensure good acceleration.
 Go for a short ride!
 After a few trips to be sure everything is operating well, you may want to create
a datalog for AFI.
